No more ash storms if you don't like them! More ashstorms if you like them!
With the new spell, Change Weather, you can change the weather temporarily above Vvardenfell or Solstheim (if you have Bloodmoon). And the only cost is some Magicka. You can make the weather clear, rainy, and you can make ashstorm. In the Bloodmoon version, you can also make snow, or create blizzard.
Just go to one of the biggest booksellers: Codus Callonus at Ald Ruhn, Dorisa Darvel at Balmora, or Jobasha at Vivec. There you'll find the book named 'Changing Weather', and the second volume of this book in Bloodmoon version. If you read the first book, you'll learn the spell 'Change Weather on Vvardenfell'. It's an Alteration spell, with a cost of twelf Magicka. If you cast it, a window appears and asks you which weather type you want to make. The second volume gives you the 'Change Weather on Solstheim' spell, with which you can change the weather on the northern island. It's cost is six Magicka. You can also cast them indoors, but the effect will only appear if you're outdoors. The change may be slow, so if you don't want to wait, sleep one hour, and it's done!
